The given order of visa-free movement through the airport does not extend to persons coming to Belarus by plane from the Russian Federation, as well as to those who intend to fly to the airports of the Russian Federation (such flights are considered as internal ones and do not have border control).
Required documents for 30 days visa-free regime via the National Airport "Minsk"
Foreign nationals must produce the following documents at the international checkpoint:

Valid ordinary passport
The passport must be valid at least 90 days beyond intended date of departure from the Republic of Belarus; ID card is not accepted for crossing the state border of the Republic of Belarus.

Medical insurance
policy with coverage for at least 10 000 €, valid in Belarus during the whole duration of stay.
Medical insurance can be purchased on the border in point with "Obligatory medical insurance" sign or online at Belgosstrakh website. It can be paid in Belarusian or Russian rubles, dollars or euros (approximate 35 $ for 30 days).
Applicable insurance can be made in foreign countries as well. It should meet all the following requirements:
  • Name and details of the insurance company (address and telephone)
  • Insured person's first and last name
  • Validity area — Republic of Belarus or the whole world
  • The insurance contract period should cover the dates of your stay
  • The insurance amount should be not less than € 10 000. The insurance cards without specifying the amount of insurance are accepted only if they are valid for traveling all over the world.
Citizens of the following countries don't need medical insurance:Russia, Armenia, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Ukraine and Uzbekistan.

Migration card
You will be provided with a blank Migration Card by the crew of you aircraft. Fill in it according to the requirement (stipulated on the backside of "A" part). It is produced with the passport for traveling abroad to the border service officer at the border checkpoint. The border service officer puts in the migration card and the passport a mark of entry of the foreign citizen to the Republic of Belarus. Foreign citizen receives back part "B" of the migration card. Finance
Amount equivalent to not less than 2 base value for each day of stay (currently it is 51 BYN or 25$) or 50 base value (1275 BYN about 615$) if the stay is up to 30 days.
Citizens of Vietnam, Haiti, Gambia, Honduras, India, China, Lebanon, Namibia, and Samoa must have a valid multiple visa of the EU member states or Schengen zone with a mark in passport on crossing the border of these states and return tickets from National Airport "Minsk".

The term of visa-free stay can not be extended beyond the established 30 days.
Most frequent questions about Belarus visa-free entrance
How often can I use visa-free regime?
You can come to Belarus many times during the year, but the total stay period should not exceed 90 days.
How calculates the period of stay in the Republic of Belarus?
Period of stay calculated from the date of arrival in the country. For example, you arrived in the Republic of Belarus at 23.00 on 20 February, and it is considered to be the first day. During 24 February till 23.59 it is necessary to depart from Belarus.
When a foreigner is in Russia and wants to arrive in Minsk, then he must fly via a third country?
Yes. Citizens can arrive to the airport "Minsk" from any international airport, except for Russian. For example, they can make a flight through Riga, Warsaw, Berlin, and so on. Or they can obtain visas at one of the embassies or consulates of the Republic of Belarus prior to their arrival (see below).
What is the responsibility, if a foreigner stays in Belarus more than 30 days?
In case of violation of the legislation on the legal status of foreign citizens and stateless persons a foreign citizen will be brought to administrative responsibility in accordance with Article 23.55 of the Code on Administrative Offenses. This violation entails a warning or a fine of up to fifty base values or deportation.
Does "30-days visa free" impose travel restrictions in Belarus?
No. A foreigner can travel freely countrywide.
If a foreigner is hospitalized, can his stay be extended? Is it possible in this case to extend the visa-free stay?
In the event of illness, natural disasters or other unforeseen circumstances that prevent a departure of a foreign citizen from the Republic of Belarus before the expiration of the stay period, the foreign citizen or his representative must apply to the internal affairs body with an application to extend the period of temporary stay. When extending the period of temporary stay, the internal affairs body issues a visa to a foreign citizen for departing from the Republic of Belarus. Departure of foreign citizens is carried out at any checkpoint across the State Border of the Republic of Belarus.

Obtaining visa to Belarus before arrival
In the Republic of Belarus, the following types of entry visas are provided:

B – transit visa, valid for up to 2 days;
C – short-term visa, valid for up to 90 days;
D – long-term visa, valid for up to 1 year with the right to stay up to 90 days

Entry visas may be single-entry, double-entry, and multiple-entry

To get a visa to Belarus you should apply to the Consulate of Belarus in your country, where can be specified which documents you need to provide.

Photography must meet certain requirements specified in the international standard ISO / IEC 19794-5: size 35x45 mm, full face, against an even light background, high resolution, without folds or ink, 70-80 percent of the picture placed vertically should be occupied by a face, photos older than 6 months are not accepted

The term of visa procedure is 5 working days from the date of application. As a matter of urgency visa can be issued within 2 working days (the consular fee on urgent visa usually costs double the amount from a regular one).

Foreigners are entitled to travel freely within the territory of the Republic of Belarus except for places that require a special permit issued by authorized State organs or other organizations of the Republic of Belarus, and facilities that requires a special permit issued by administrations of these facilities. Border zone and Borderline are on the list of such places.
Obtaining visa to Belarus on arrival
Foreign citizens may apply for a visa on arrival at Minsk National Airport. Visas are issued 24/7

Visa support documents (an original invitation and its copy) should be submitted to the Division for the Admission of Foreigners (DAF) by an inviting organization/person (ITREX Group) at least 2 business days before the expected arrival date.

The officer of the Consular Department of the Ministry of Foreign Affairs marks the copy of visa support documents with a stamp. The Stamp of the Consular Department on the visa support document is a mandatory requirement of air carriers for the check-in procedure of foreign citizens without valid entry visas of the Republic of Belarus.

ITREX employee will send you a copy of visa support document with the stamp of the Consular Department by email. This document is required by the representative of air carrier at the check-in procedure.

Foreign citizens arriving on flights from the Russian Federation will not be able to apply for visas at the DAF. Therefore, they must obtain visas at one of the embassies or consulates of the Republic of Belarus prior to their arrival.

The cost of the consular fee for processing the application of a foreign citizen for obtaining a visa of the Republic of Belarus in the "Minsk" National Airport can be checked here. Consular fee at the airport should be paid in euro in cash only.
Registration
When staying in Belarus for more than 5 working days, foreign citizens need to register with the divisions on citizenship and migration of the territorial bodies of internal affairs.

When staying in hotels, hostels, sanatoriums and other collective accommodation facilities the registration of foreign citizens is carried out by the administration of such facilities by default upon check-in.

In other cases foreign citizens will be able to get registered on the website portal.gov.by without having to visit a local police office. This service is free of charge and will be available to foreigners who arrived in Belarus through checkpoints on the Belarusian border.

Nationals and some categories of residents of the following countries are released from the obligatory registration:

Latvia (within 30 days from the date of arrival)
Lithuania (within 30 days from the date of arrival)
Kazakhstan (within 30 days from the date of arrival)
Russia (within 90 days from the date of arrival)
Ukraine (within 30 days from the date of arrival)
